As many social enterprises and other third sector organisations move towards the opportunities which will unfold in the procurement market, the sometimes daunting prospect of forming consortia to deliver public service contracts is enough to put some organisations off. This guide Developing Consortia - Forming a consortium for the delivery of public services has been produced by the Social Economy Scotland Development Partnership and has been drafted by Stephen Phillips and Gillian Harkness of Burness, names that will be no doubt be familiar to many people in the sector.
