Though a bit dated (2006) this paper which was written by Stephen Bubb, CE of the Association of Chief Executives of Voluntary Organisations (ACEVO) and delivered as a presentation to the Joseph Rowntree Foundation, outlines the historical case for the role that the Third Sector has played in developing public services, and the unique possibilities it offers now.
